Commissioner Zangari welcomed new members Tim and Brian Markley as the owners and general managers of the Maine Mauis

2018 ZSABL Meeting minutes approved unanimously with the correction that Dave Turner moved to have an APBA “factory” grade of a C pitcher not be downgraded to a D by League rules.

Treasurer’s Report of a current balance of $17.66 accepted as read.

 

Old Businesses:

 Phil Zangari as Commissioner ruled as a result of trends in MLB that pitchers may DH with the following limit; the total number of at bats for the player. Pitchers may pinch hit but are limited to their number of pinch hit at bats for the MLB season. These statistics will appear on the Official ZSABL Rosters.

Carl Swift motioned that we eliminate one of the two bases empty “Rally Numbers”; A hit being rewarded to a player card result of 40 or an Unusual Card result of 40. The motion was first and seconded. The vote passed; Yes 9  No 3  Abstention 1. Ed Kachnoskie motioned to eliminate the player card rally number and keep the Unusual Card bases empty result of 40 remain a hit. George Z seconded. The motion passed Yes 9 No 4. Effective 2020 Season

New Business

With the multiple ways major franchises are using their pitcher Commissioner Zangari suggested that we eliminate split grades for pitchers and that the asterisk limiting a pitcher to relief pitching only be ignored.  After discussion it was determined that a pitcher may only start the number of games on their APBA card. A pitcher will still be limited to his total number of innings pitched. Mel Smith motioned and Billy Bell seconded. Every pitcher entering the game will advance a grade if the batter hits from the same side as the pitcher throws until he faces a batter who hits from the other side or faces a switch hitter.  The motion passed Yes 8 No 5. Effective 2020 Season

Billy Bell wanted clarification that if a pitcher starts a play-off game, they are still subject to the 100-inning rule.  If a pitcher fails to meet the criteria of 30 games and/or 100 innings then he can pitch 25% of his real-life innings, rounded up, including Games Started. (i.e. A pitcher who made one start during the season can make one start in the post season, 25% of 1 rounded up is “1") There was unanimity that this rule applies to ALL pitchers.
